On June 1st, the Shanxi Provincial Commission of Economy and Information Technology announced that Shanxi will strictly control new projects in industries with "two highs" and overcapacity, and strictly control project review management and project approval procedures. We will not approve, verify, or record the expansion of production capacity projects in industries with overcapacity, including coal chemical industry, within the previous year.

Since the first quarter, the energy consumption growth pressure of Shanxi's "two high" industries has increased, and the task of energy conservation and emission reduction is very arduous. Therefore, in the remaining 7 months of this year, Shanxi Province has decided to take a series of strong measures to strictly control the blind expansion of high energy consuming and high emission industries from the source, strictly control new energy consumption and pollutant emissions, unswervingly curb overcapacity in some industries, and vigorously promote energy conservation and emission reduction work.

——We need to further tighten the entry threshold for high energy consuming and high emission industries, and curb the total amount of newly added emissions. Continue to promote planning and regional environmental impact assessments, strictly implement total quantity control and ecological zoning, and no longer accept or approve environmental impact assessment documents and pollutant emission total quota applications for "two highs" and overcapacity industries such as metallurgy, coking, cement, coal chemical industry, etc. within this year.

——For construction projects that fail to implement the total pollutant emission quota, the environmental impact assessment documents will not be approved. Projects with unapproved environmental impact assessment documents will not be allowed to start construction. Projects with incomplete environmental protection facilities, demolition, total replacement, and elimination commitments will not be put into trial production and will not pass the completion acceptance.

——For projects under construction that violate regulations, relevant departments shall order them to stop construction, and financial institutions shall not issue loans. For projects built in violation of regulations, production shall be ordered to stop, financial institutions shall not issue working capital loans, and relevant departments shall stop power and water supply. The price and power departments should compress the electricity consumption indicators of "two highs" enterprises and resolutely curb the expansion of "two highs" industries.

 In addition, the province will strengthen the assessment and accountability of the responsibility system. Based on the breakdown of energy-saving and emission reduction targets for this year, we will organize and complete the pre assessment of energy-saving and emission reduction targets for various cities and enterprises during the 11th Five Year Plan period by the end of July. According to the evaluation and assessment results, implement reward and punishment measures, and implement strict accountability.
